Ленина, 28 (125), The problem of rising the quality of training the Russian specialists has been investigated on the basis of management of quality, knowledge and transformational dynamics of teaching and an appreciation of the efficiency of their teaching. Рассматривается инновационный подход к проблеме повышения качества профессионального образования с позиций менеджмента качества и трансформационной динамики процессов обучения специалистов Ключевые слова: образование, педагогика, трансформационные процессы The new approaches, methods, ways and means of transformation of the system of education in Russian regions and the improvement of the quality of training the competent professionals for industrial and social spheres are being researched. The reformation of the system of general and professional education and the plan to transfer the most part of the educational establishments (EE) of primary (PPE), secondary (SPE), higher (HPE) and supplementary (SPE) professional education brings up questions for discussion to Russian society, scientific and pedagogical community, business, local authorities: - What level of quality in PPE, SPE, HPE and SPE must be; - What is the real situation in Russian education and what are the interests of groups of society interested in it; - How can the situation be cardinally improved; - What can concrete EE do, and how can it be practically carried out? According to statistics, there are 7,5 mln. students in the higher educational establishments of R.F. today, but in nearest future their quantity will reduce to 4,2 mln. people. This fast will challenge the competition for school-leavers, the reduce of number of professorial and teaching staff (PTS) of HEE and the rate of wages, because of the lack of opportunity to have a full-time job. It is difficult to say, how it will influence the quality of education, because there is no system of scientific organization and rationing of teacher's labors. Nobody knows what labors consuming character of teachers labors mast be (since long time no scientific researchers on this actual problem had been made and planned. The administrative management is being actively spread, the policy of inevitability of punishment, instead of the policy of in couragement is being lead. All these measures will lead inevitably to the transformation of the part of HEE and SEE in regions to scientifically and educational structures (SES), their active interaction with the real production business and enterprise, for using their industrial, material and technical basis for the training of students and nominating the graduates for a job. Integration to SES will allow to create a serious scientific and innovative potential; to create an adaptive self-regulating system of management of education, to carry out audit and scientific researches on: - Present-day status in EE and SES, taking into account the new demands and demands and needs of interested groups of people; - Effective management, taking into account, the clear purposes, criteria of quality of the functioning of SES and EE, preservation of priorities and values, a search of the best alternatives of transformation, which will outlook the perspectives of the progress; - Approbashions of new educational programmers, promoting the effective functioning and development of SES of region. The functioning EE, PPE, SPE, HPE and SPE are divided into [1-3]: - EE, which have been training specialists, able to compete, needful in Russia and abroad, for a long time; training good' specialists to meet the needs of fast increase of their own scientific, productional and intellectual potential, the material and technical basis for the purposes to prepare high quality graduates of required professions, professional trends, specialties, specializations; - EE, having serious problems in problems in providing high quality graduates, quality of management, organization of labor, PPE, poor scientific and research potential. Only the students and their parents, school teachers, teaching staff, auxiliary staff of PPE, SPE, HPE. Who understand the importance of high quality education under conditions of tough competition, after joining Russia to WTO, are really interested in high quality education. Bat these groups of population are separated, they have different purposes and have no party or union to represent their interests in state authority. All the rest groups of people in Russia show indifference to it. As for foreign countries, business structures, universities, different mediatorsthey don t want Russia to be strong, clever, educated cultural and intellectual Power State. High quality education can born own Newton s and quick minded Platons according to M.V. Lomonosov. We must make all the groups of our society to think about national Russian quality. Real patriotic professionals, who are able to consolidate Russian society, and change the policy of low quality education to the policy of high quality education must come to state, regional and maniple authorities. As far back as 1928 I.A. Ilyin wrote in the 6 magazine Russkiy Ko lokol ( Russian Bell ), which was published abroad: It is necessary to release Russia s intellectual potential. Our Motherland needs the honest faithfulness. What can dishonest and corrupt hands build. Russia will starve in search of competent and hardworking people in all the spheres of life: from, book-keeping to medicine, from agronomy to professorship with out scientific models and prognoses, with out a strong political will-the situation in Russian education will become worse, and negative tendencies will grow. Our state, enterprises, non-commercial organizations, business association, the commerce and industry chamber, associations and unions of industrialists must become the customers and auditors of innovative projects, which are aimed to raise the quality of Russian education. Educational establishments need highly qualified staff to train post-graduates, that s why the authorities and business structures of the region must invest EE of this category actively. The guidance of EE, concrete personalities, their principles of management, methods, personal morals must play an important role in raising, the quality of Russian education. The quality of education depends a lot on the condition of competence and morals of teaching staff (those who teach), systematic and complex character of teaching (the content of education: branches of science, their volume, their ability to reach the effect of synergy); active methods of teaching, serious work of students on their own and scientific researches (how the students are taught). It is necessary to work out the innovative projects of nigh quality educational system, to set up SEE which will be able to meet the competition. The system of working out such projects is based on well known stages of working out: technical buildings, business, business-plans; complex inspection, realization of the technical and working project and their further introduction into practice (The specialists of management known it well). The indispensable conditions of successful realization of innovative project of transformation of EE are: - The personality of the main leader (character, charisma, style of work, scientific qualification, experience in solving problems, relations with teaching staff and students, relations with governmental organs, personal morals); - The system of management in HEE (why it is customary to leadership to pluralize the posts, when the management is not effective?); - The quality of main structural components and professors and teachers staff (proficiency, age, selection and training of personnel, effective management, which is of great importance, image, reputation); - Organization and rationing the PTS labor (the absence of rate setting the teacher s labor, the difficulty in working up the scientific basis of labor lead to the growth of exploitation of teaching staff the addition of the unusual functions to them. The only thing which is recommended to plan clearly and to account the hours of work in the auditoriums and the guidance of the students scientific researches; - Working out the educational programmers, FSES, including the list of professional competences, complex of tasks, which are practically not realized, because of the present day situation in Russian economics and relations between the subjects of the market. The abilities of each personality depend on genetics an in EE the student get only knowledge, skills and habits. The analysis of FSES shows their poor study of a system and poor integrity; the desires of all interested groups of Russian society haven t been taken into account, FSES present, virtually, fragments of a combination of documents and some disciplines, which were worked out by teachers, with out mutual connection with the disciplines of the professional cycle (each special subject is represented by it self). There is no logical connection will the previous subjects, that contradicts the requirements to organized systems. There fore, the programmers mustn t be adapted to existing HEE, but HEE must work out creative programmers and get qualified and interested partners to take part in it. It is very important the great mass of students to take part in working out the programmers, though nobody care for their opinion today. It is difficult to achieve a real cooperation of teaching staff with students, but is a necessary element in the system of management. The interests of HEE and the union of representatives of all the social groups of Russian region, helping the innovative system of education of R.F. to gain ability to compete, must be placed above everything else. It is impossible to improve the system of education with out effective management and with out creating intellectual in formation systems of teaching. Such systems of support of the decisions in the sphere of teaching must include: Requirements for the main qualities and activities recorded in the competence of professionals of this professionals of this profile and direction; The selection of training content and the formation of the specific characteristics the distribution of the contents to integral programmers; The objective assessment of the quality of self-learners in accordance with new purposes and culture, the opportunities of organizational structures of management, the values of strategies and the priority of the spheres of activity.
