ITBP, etc) 49 Buyers Sellers Meetings Government of Gujarat Government of Karnataka Page 4 Introduction to Technotex 2016 Technotex 2016 was the fifth international conference-cum-exhibition jointly organized by FICCI and Ministry of Textiles to promote the international technical textiles sector. Government of Gujarat and Karnataka were partnering states in the event and NTC was the supporting organization. Government officials of textile department from Andhra Pradesh, Tamil Nadu, Bihar, Maharashtra and Madhya Pradesh attended the event. The event theme was Technical Textiles : Towards A Smart Future Technotex 2016 attracted senior-level participation from domestic and international industry and governments. The event was inaugurated by Shri Devendra Fadnavis, Hon ble Chief Minister, Government of Maharashtra and knowledge paper on Technical Textiles: Towards a Smart Future was released. The industry perspective was provided by Mr Mohan Kavrie, Managing Director, Supreme Group. He said that, to succeed in the technical textiles sector, Indian enterprises should also be innovative. Investment in R&D will granted a successful future for the entrepreneurs and companies. Smt Mamta Verma, Industries Commissioner, Government of Gujarat gives the insight of plans, policies and initiative of the state of Gujarat in this sector. She said that Gujarat is very proactive state and their textile policy is giving incentives to the entire value chain with a huge focus on the technical textiles and our manufacturing policy 2015 is also giving special thrust on technical textiles. She also felt that sector specific skill development in inevitable for the sustainable growth and with this aim Government of Gujarat are establishing the first Textile University in Surat. She said that they have come out with the start-up policy for the new startups in the Gujarat state; the entrepreneurs can take the advantage of this policy to invest in the technical textiles sector. She also requested to all the investors looking for the opportunity to explore the market of Gujarat and she assured to facilitate all support to set up the unit in Gujarat state. Page 12 Technotex Inaugural session Dr Kavita Gupta, Textile Commissioner, Ministry of Textiles, Government of India addressed the delegates highlighting the importance of different segments of the Technical Textile and its growth rate in India. Dr Gupta emphasized on the future initiatives, schemes and environment of encouragement provided by the Government of India and various initiatives and schemes for the development of the technical textiles industry. Dr Gupta also said that, the major challenge is lack of awareness of the about the technical textile products and the necessity of these products and there is very limited R&D in this sector which must be viewed as an opportunity. Dr Gupta briefed that Government of India has funded for Incubation centres in each centre of excellence which provide the plug and play facilities to entrepreneurs who want to establish the manufacturing capability in technical textiles. In the plug and play model the entrepreneur can develop his product make it commercially viable and the move on to his own manufacturing capability. Dr Gupta informed that Government of India earmarked the Rs 427 crore for promoting usage of Geotextiles in North East Region (NER) in order to capitalize on the benefits of Geotextiles. And Government also funded for scheme for usage of Agro-textiles in North Eastern Region. Industry can contract research with any centre of excellence or with any of the university or any research association, Government of India is giving 60% funding on it. Page 13 Technotex Inaugural session On the occasion, Shri Santosh Kumar Gangwar, Hon ble Minister of State for Textiles (Independent Charge), Government of India released i A-TUFS software and guidelines. Shri Devendra Fadnavis, Hon ble Chief Minister, Government of Maharashtra and Shri Santosh Kumar Gangwar, Hon ble Minister of State for Textiles (Independent Charge), Government of India also released Technotex 2016 Knowledge report and Exhibition Directory, Textiles Compendium and BIS Standards for the industry. Sharing his vision on the future of Technical Textiles in India, Shri Santosh Kumar Gangwar, Hon ble Minister of State for Textiles (Independent Charge), Government of India, said that this platform created by Ministry and FICCI has been an enabler for linkages, technology transfer, exchange of innovative ideas, joint ventures and showcase of what is happening around the globe. In India, the technical textile sector is still at its nascent stage but it has been recognized as the fastest growing segment of the Textile Sector by the Government of India and Industry stakeholders alike. Shri Gangwar further added, In India the growth rate of Technical Textiles sector is expected to be much higher. Based on past trends of growth and estimated end user segment growth, the Working Group on Technical Textiles for 12th Five Year Plan (FYP) has projected the market size to INR 1.58 lakh crores (US$ billion) for the year with a growth rate of 20% during 12th FYP. Page 14 Technotex Inaugural session Shri Gangwar said that ministry of textiles has set up six focus incubation centres at a cost of Rs 17.4 crore. These centres would help potential entrepreneurs to manufacture innovative technical textile products in a 'plug and play' model, and would help promote 'Make in India' in textiles. Shri Gangwar said that Rs 427 crore scheme was launched by the government to promote usage of geotechnical textiles in the north eastern region of the country. The scheme provides support for use of geotextiles in road construction, slope stabilization and water reservoirs. Shri Gangwar said that 44 demonstration centers at a total cost of Rs 8.17 crore have been approved, in order to promote agrotextiles in North East region; out of this, 23 demonstration centers have started functioning. In addition, 263 agrotextile kits have been distributed to farmers in Manipur. Shri Gangwar said that a pilot scheme has been approved in order to promote agrotextiles in other parts of India in He said that two demonstration centres are being set up under the scheme in drought- affected areas in Amravati district of Maharashtra. Besides this, 100 farmers in Amravati have been identified for distribution of agrotextile kits. Shri Gangwar said that the Technology Mission on Technical Textiles (TMTT) has been extended for two years, i.e., for and Page 15 Technotex Inaugural session In his Inaugural address, Shri Devendra Fadnavis, Hon ble Chief Minister, Government of Maharashtra congratulated the government of India & the industry on the 5th edition of Technotex, an indigenous initiative taken for the growth of Technical Textiles in the country. Shri Devendra Fadnavis said that the sector has tremendous potential for generating employment opportunities & is consistently being looked upon for the future growth of the country. While Government has taken up concrete initiatives in the arena, the industry players also need to bring in large scale innovations. He appreciated of the launching various reports on the technical textile industry at his occasion especially the release of the standards which can be very beneficial for the development of technical textile industry. He also lauds the efforts of Government of India for ease of doing business in the country. He said that with the release of these reports and standards, technical textiles sector is the new step towards the ease of doing business in India. He stressed upon to move forwards to develop the new eco system in the technical textile sector for the rapid development of this sector. He said that Indian technical textiles industry is needed the innovation, as we all know the knowledge and innovation will be the asset rather money in coming times. He also said that sky is the limit for the technical textile sector, as this sector connects with each and every industry and the life of the human being. The key points are highlighted as follows. Dr PKC Bose, Vice Chairman and MD, Saretex India Pvt Ltd raised the issue of high prices of glass fiber in India. India having the antidumping duty on the import of carbon fiber (From China 40% and western world 30%). He said that their company is planning to invest Rs 1500 crore to manufacture technical textiles but due to this raw material duties are unable to invest. Mr Suryakant Pandey, Managing Director, Kimberly Clarke India Region said that their industry is suffering from inverted duty structure. An inverted duty structure impacts domestic industry adversely as manufacturers have to pay a higher price for raw material in terms of duty, while the finished product lands at lower duty and costs lesser. He said that due the inverted duty structure where excise duty 65 and CVD is 12% which blocks our huge capital, request to ministry to reduce the CVD. Page 22 Technotex Interactive CEOs Forum Mr Vivek Prabhu, Managing Director, Priyafil Group observed that cheap imports or under the border material is coming from Bangladesh and Nepal which creating the uneven competitive environment and our product demand from the North east states down by almost 50%. Mr Amit Khator, Director, Khator Technical Textiles felt that as a geotextile manufacturers we are not getting a proper platform to project themselves.
