By using an exchange rather than a single insurer to enroll in a health plan, you could potentially pay less for equal or better medical and prescription drug coverage. That s because there are more insurance companies competing for your business. In today s ever-changing health insurance landscape, more and more high-quality options are becoming available in what s called the individual market. Among U.S. employers, the idea of moving retirees to affordable individual coverage is catching on fast. Today, a growing number of employers are offering an exchange of individual coverage options for their retirees. The Auto Club Group wants to give you and your dependents this kind of access to a wide variety of health plans at competitive prices. So, on January 1, 2018, The Auto Club Group will transition to individual health insurance options through a private exchange. Introducing the Aon Retiree Health Exchange Changing health insurance isn t something you do every day, and we know you may have concerns about doing this on your own. That s why The Auto Club Group has partnered with the Aon Retiree Health Exchange one of the industry s leading private exchanges to help you explore your health plan options and prices. In fact, helping retirees like you is all the Aon Retiree Health Exchange does. For pre-medicare-eligible retirees, this means connecting you to plans offered on the open market through the Aon Retiree Health Exchange s partner, ehealth. The benefits of using the Aon Retiree Health Exchange extend beyond helping you during enrollment, to providing you with help and advocacy after you ve enrolled all year long. Using this website and the links to ehealth and other resources you ll find the support you need to: Understand your individual health insurance options and narrow them down Apply for the plan that most closely meets your health care and financial needs Change your coverage over time, if necessary, as your needs change Who is ehealth? Through its robust technology, ehealth has become the leading online marketplace for individual and family health insurance products in the nation. Since 1998, ehealth has helped and enrolled more than 4 million people in the health insurance coverage they need at no cost to you other than the premium you pay for the plan you choose. Protecting Your Wallet By law, individual health insurance purchased through the Aon Retiree Health Exchange or ehealth cannot cost more than if you bought it on your own. 2 Explore Your Options Review Your Education Package In September, you ll receive an education package from the Aon Retiree Health Exchange at your home address. This package will include a letter with details on how to log on to the Aon Retiree Health Exchange website, and will also include your personalized HRA contribution amount from The Auto Club Group, if applicable. August September September November December Receive and Review Transition Guide Attend Educational Meetings Receive and Review Education Package Enroll in Coverage This comprehensive guide includes general information about the Aon Retiree Health Exchange and its partner, ehealth, and your Health Reimbursement Account (HRA), if applicable. You can meet with representatives from The Auto Club Group and the Aon Retiree Health Exchange to learn more. If you can t attend in person, you can join an online meeting. Important! How to Log On to a Webinar 1. Prior to the scheduled start time, type into your internet browser address bar and press Enter. In the upper right-hand corner of your screen, click Join. 2. Enter the meeting number, your name, address, and meeting password, and click Join. You will need to have WebEx installed on your computer to join the webinar. If you do not have WebEx, download the software program from and install it onto your computer. Note: This process may take up to 15 minutes. 3. If you receive a message about security steps to join the meeting, follow the directions on your screen. 4. A pop-up box will appear with phone-in directions. Use your phone to call in to the webinar so you can hear the presentation. If you don t have a computer, you can call in directly using the phone number and participant code provided. 5 Enroll in a Plan Beginning November 1, 2017, you and other Auto Club Group retirees who are not yet eligible for Medicare may have two options for obtaining health care in the individual market for 2018 both of which are available when you use ehealth via the Aon Retiree Health Exchange: 1. Coverage through a private exchange. You ll have the ability to enroll in a plan through the Aon Retiree Health Exchange s partner, ehealth. 2. Coverage through a state or federal exchange. Depending on your income and family size, you may qualify for government assistance to help purchase health insurance. If you re eligible for and accept assistance through a state or federal exchange, you ll need to enroll in an individual plan offered through that exchange. In either case, using the resources available through the Aon Retiree Health Exchange and its partner ehealth, you ll find all the support you need to choose the right plan at the right price and then enroll in it. Note You cannot use both an Auto Club Group-sponsored HRA and federal assistance for medical and prescription drug coverage, because federal legislation has classified HRAs as employer sponsored coverage. When enrolling in an individual health plan through the private exchange, please have your address handy. 6 Paying for Coverage Why Do I Pay First? In order to keep your reimbursement from being taxed, the IRS requires that you pay eligible health expenses out of your own pocket first. You may then get reimbursed through your HRA. Want to make it easier? After you ve enrolled in an individual health plan through the Aon Retiree Health Exchange s partner, ehealth, you can sign up for premium auto-reimbursement. Then, once the HRA receives notification that you ve paid your premium, you ll be reimbursed for that amount, assuming there are funds in your account. Reimbursements may be made to your bank account or with a check sent directly to you. The Health Reimbursement Account If you re eligible for an Auto Club Group subsidy or have a Retiree Medical Account (RMA) balance, The Auto Club Group will establish and fund a Health Reimbursement Account, or HRA, in your name. An HRA is a non-interest-bearing account that is used to reimburse you for your medical, prescription drug, dental, and vision premiums, as well as copays, deductibles, and other eligible out-of-pocket health care expenses. If you receive an Auto Club Group subsidy: The Auto Club Group will contribute the subsidy amount to the HRA beginning in You will be eligible to use the Aon Retiree Health Exchange each year to enroll in medical coverage through its partner, ehealth. HRA contributions from The Auto Club Group for both you and your eligible dependent(s) are combined in the retiree s name. You must be enrolled in medical coverage through the Aon Retiree Health Exchange s partner, ehealth, to receive HRA funding. Reimbursement of eligible expenses will be available to both you and your eligible dependent(s), as long as you are enrolled in medical coverage obtained by using the Aon Retiree Health Exchange s partner, ehealth, and there are available funds in the HRA. If you have a Retiree Medical Account balance going into 2018: The Auto Club Group will move your RMA balance into the HRA at the beginning of Reimbursement of eligible expenses from your HRA will be available to both you and your eligible dependents, regardless of whether you enroll in coverage through the Aon Retiree Health Exchange s partner, ehealth. You will be able to continue your coverage through the Aon Retiree Health Exchange s partner, ehealth, after the balance of your RMA account reaches $0. However, you will not receive additional funding from The Auto Club Group. 7 HRA Limits You ll be reimbursed up to the balance in the HRA (including amounts carried over from previous years). If you use your entire balance, you will not be reimbursed for any additional premiums or expenses for that plan year. Any unused balance in the HRA at the end of a plan year will carry over for you to use in subsequent plan years. Important Information Regarding Eligibility Please keep these points in mind as you make your decisions about health insurance for January 1, 2018 and in the future: Although you re not required to use the Aon Retiree Health Exchange to help you choose and enroll in an individual health plan through its partner, ehealth, you must do so in order to receive an HRA contribution from The Auto Club Group, if you re eligible. (Exception: If you have a Retiree Medical Account balance, The Auto Club Group will move that balance into the HRA regardless of where or how you enroll in a medical plan.) If applicable, you ll receive more details about HRAs and The Auto Club Group contribution in a welcome packet that you ll receive before your HRA is opened. You must be enrolled in medical coverage obtained by using the Aon Retiree Health Exchange s partner, ehealth, for your dependents to receive HRA funding (does not apply if you have a Retiree Medical Account balance). 8 Frequently Asked Questions Every day, Benefits Advisors from Aon Retiree Health Exchange s partner, ehealth, speak with retirees across the country. Here are some of the most frequently asked questions they ve received. Will I need to choose the same health plan for myself and my spouse? No. You have the flexibility to choose individual coverage for yourself and your eligible dependents. For example, your spouse may need a higher level of benefits or more robust prescription drug coverage than you do. However, please keep in mind that there could be big benefits to enrolling as a family when it comes to controlling out-ofpocket maximums. What about federal assistance? Is that available to me? As a retiree who is not yet eligible for Medicare, it s possible that your income and family size may qualify you for federal assistance, which can be used to purchase health insurance through a state or federal marketplace. Such assistance is paid directly to the insurers to help lower premiums. Can I take advantage of the company HRA and federal assistance, if I qualify? No. Federal legislation has classified HRAs as employer sponsored coverage. As a result, you can t use funds from an HRA sponsored by The Auto Club Group and receive federal assistance at the same time. You ll need to decide which financial option is best for you federal assistance, if you qualify, or the HRA funds provided by The Auto Club Group, if you re eligible. If you and your ehealth Benefits Advisor determine that federal assistance would be more beneficial to you than The Auto Club Group HRA, you may enroll in a plan and receive the federal assistance. You may not use HRA funds for medical or prescription drug coverage if you are receiving federal assistance. If you are a subsidized retiree, and you receive federal assistance, you will not receive HRA funds from the Auto Club Group. If you are eligible for an RMA and receive federal assistance, you may not use your HRA for reimbursement of medical and prescription drug premiums or claims. 9 Frequently Asked Questions continued Do you qualify for federal assistance? You can learn if you re eligible for federal assistance as you start to shop for plans. You ll be prompted to answer a few simple questions about yourself and your family, including your income level and household size. If you qualify for federal assistance and choose to utilize this option, you will not be able to take advantage of the HRA [or RMA if eligible] from The Auto Club Group. 10 What if I don t enroll in an individual health care plan? Pre-Medicare-eligible retirees and dependents: According to Patient Protection and Affordable Care Act (PPACA) provisions, individuals without health care coverage may have to pay a fee. You will also have to pay for all of your health care expenses if you don t have health insurance. Medicare-eligible retirees and dependents: The Auto Club Group recommends that you find an individual insurance plan to supplement your Medicare benefits. That s because Medicare Parts A and B may not be enough to cover unplanned medical and prescription drug expenses. Basic Medicare places no limit on the amount of money you could be responsible to pay annually and includes only limited prescription drug coverage. Plus, you could face penalties if you don t enroll during the specified enrollment period but decide to enroll in supplemental coverage later. More information is available at I m not eligible for Medicare, but some members of my family are. How will this work? If you and your dependent(s) currently have health coverage through The Auto Club Group that s being discontinued, you ll have two enrollment paths one for those who are eligible for Medicare (the Aon Retiree Health Exchange), and another for those who aren t (the Aon Retiree Health Exchange s partner, ehealth). The good news is that you ll have the tools and support you need to find coverage and enroll all eligible members of your household. Watch your mail for a letter with details about enrolling and speaking with an agent who can help you. Your Medicare-eligible dependents will also receive additional enrollment information by mail. As a veteran, I have TRICARE insurance. Should I enroll in an individual health plan? The best way to get an answer to this question is by speaking with your local TRICARE representative. He or she will advise you as to whether additional coverage would in any way jeopardize your TRICARE coverage or eligibility for coverage. Will I continue to be billed or have payments deducted from my checking/savings account or RMA for my health plan? No. You are responsible for paying your premiums directly to your new insurance company. As of January 2018, The Auto Club Group will no longer bill you or make checking/savings or RMA deductions. We highly recommend that you utilize automatic payment options with your new insurance plan such as direct debit, or by signing up for premium auto-reimbursement from your HRA to ensure timely payments and reimbursements for your new coverage. Where can I go with questions? You ll find detailed answers to commonly asked questions, as well as important contact information, in the personalized packet you ll receive by mail. However, you ll also be able to attend a retiree meeting in September hosted by representatives of The Auto Club Group and the Aon Retiree Health Exchange, held in Dearborn, Michigan, and Tampa, Florida. These representatives will explain the individual health care coverage options and answer general questions. Webinars are also available if you re unable to attend the meetings in person. If you qualify for a special enrollment period, you typically have 60 days from the QLE to enroll in a new plan and may need documentation to prove you experienced a QLE. If you don t qualify for a special enrollment period, you must wait for the next annual enrollment period to obtain new health care coverage. What do I need to do when I become eligible for Medicare coverage? You can expect to receive information from Social Security a few months before your 65th birthday. You should follow the instructions outlined in those materials to ensure you re signed up for Medicare Parts A and B. You ll also receive other relevant information to explain what else you need to know about Medicare coverage. Does The Auto Club Group choose the insurance coverage options offered through the Aon Retiree Health Exchange s partner, ehealth? No. Individual insurance policies available through the Aon Retiree Health Exchange s partner, ehealth including associated administration and claims processing are not designed, selected, sponsored, or endorsed by The Auto Club Group. What if I don t like the plan I enrolled in? Can I change plans? Generally speaking, you ll need to wait for the next annual enrollment period. You can enroll in a new health care plan outside of annual enrollment only if you experience a qualifying life event (QLE) such as a change in marital status or moving to a new stat
