Page of 9 NAME OF SERVICE GROUP - NEW ROADS AND STREET WORKS ACT ADMINISTRATION.0 SERVICE GROUP DESCRIPTION. Scope and Objectives The Council requires the Partner to attain the objectives set out below and more clearly specified throughout this document. This service is to provide the Council s NRSWA team with technical and administrative support in order to carry out its statutory duties under the New Roads and Streetworks Act 99. To provide and maintain an FTP site together with specialist streetworks software for the duty of the electronic transfer of notices under the above Act. Services Covered Provision and maintenance of an FTP site, specialist streetworks software Symology and links between to receive/send NRSWA notices Maintain and update the Council s National Street Gazetteer in conjunction with Council staff maintaining the Land and Property Gazetteer. Full support and information on all matters relating to NRSWA. Exclusions Not included within the scope of this Agreement are the following areas that remain under the control of the Council: On site inspections and dealing with Utilities on site issues. Strategic functions, including Policy creation in relation to NRSWA Page 4 of 9 .0 SERVICE REQUIREMENTS NRSWA ADMINISTRATION Service Activity To manage and administrate the Council s responsibilities under the NRSWA. Sub Activity/Service Provision and maintenance of the National Street Gazetteer. Within a year of the contract commencing, the provision and ongoing maintenance of a GIS layer of forthcoming street/roadworks to be accessed by all Council staff and placed on the Council s web site SERVICE DESCRIPTIONS A: IT requirement To provide an FTP site with associated specialist streetworks software, Symology, to receive and send NRSWA notices electronically. Inputs Definition Provide, maintain and upgrade FTP site, together with suitable link to streetworks software system, Symology. Provide, maintain and upgrade streetworks software system, Symology Provide, maintain and upgrade a suitable platform for Symology, currently Unix Receive electronic data batches Access to SBS Highway Management System Software for downloading digital photographs Microsoft Access Outputs Definition Work with the streetworks system provider, Symology to carry out upgrades and maintain system to best advantage. Provide full access to Symology to Council staff, maintain, manage, support and administer the system Ensure notices are successfully reaching the Symology software. Access to SBS Highways Management software Maintain and manage the FTP site to the Council s Page 5 of 9 best advantage. Manage and process the data batches received on the FTP site Performance Standards Efficiency Indicators FTP site and Symology must be in position to receive data batches at all times Authorisation Comments With minimum consultation with Council Staff. However, no changes to any of the IT systems may be made without the Councils express permission. This section has only dealt with the specialist requirements of managing the NRSWA IT systems, and it is assumed that general IT supply and support and all the hardware needed is dealt with elsewhere in the Contract. B: National Street Gazetteer Maintenance and updating of the Council s National Street Gazetteer (NSG) in conjunction with Council staff maintaining the Land and Property Gazetteer. Inputs Definition Data relating to the Land and Property Gazetteer Validation software to comply with Ordnance Survey gazetteer GIS ( currently Map Info ) Outputs Definition Update and maintain NSG on Symology database, to BS7666 Provide full access to Council staff and other third party personnel Create gazetteer to comply with BS 7666, level. Create, submit and receive validation of gazetteer from OS ( or other authorised organisation ) Update and maintain NSG with appropriate Associated Street Data to Appendix E Performance Standards Efficiency Indicators Gazetteer created to BS 7666 level, by st April 004 Update to gazetteer to be carried out quarterly Submit and have gazetteer successfully validated, to Page 6 of 9 OS ( or any other authorized organization) quarterly, Authorisation In consultation with Council staff( Information Monitoring and Research Manager/Highways Maintenance Officer ) Comments All works must comply with current relevant Codes of Practice, ie Appendix E of the Code of Practice for the coordination of street works and works for road purposes and any new legislation that is relevant to the gazetteer/eton C: Provide full NRSWA Administration and support Full technical and administrative support and information on all matters relating to NRSWA. Service to be provided from 0800 to 700. Inputs Definition Enquiries, notices, data and information from Council, Utility companies and other third party personnel. Application for Section 50 licences and road opening permits. Site record photographs, for storage on database Information on coring sites from Council staff Inspections relating to NRSWA Data via Symology Using Code of Practice for Inspections determine level of sample fees for coming year. ( to be carried out by 5 th April annually) Receipt of payments from various third party sources. Co-ordination data Data relating to specific sections of NRSWA Software for downloading digital photographs Microsoft Access Symology software GIS layer of private apparatus Daily contact with the Council s NRSWA staff Outputs Definition Provide administrative/technical support and information on NRSWA related matters Create and dispatch information/notices /comments/inspections via ETON, letter or fax to Utilities/contractors and holds appropriate records. Pass on enquiries/complaints to Council staff Produce and dispatch permits/licenses and plans under Section 50 of the Act. Perform check to ensure that Council policy is met and solve problems relating Page 7 of 9 to same. Create amendments to incoming and outgoing batches to enable batches to be dispatched/received in accordance with Appendix E. Create, update and maintain plans on private apparatus ( Section 50) on GIS and supply information and plans to applicants Provide full access to Private Apparatus GIS layer to Council staff Produce reports on a variety of NRSWA related issues, as and when needed ( using Microsoft Access with Symology ) Send out copies of digital photographs to Utilities. Produce plans on coring sites Agree sample inspection fees with Utilities Raise and process invoices for a variety of NRSWA related matters Create and send out information to support fees Create and distribute agendas and minutes of HAUC meetings Create co-ordination data and distribute Attend various HAUC meetings Update SBS software system Create urgent defect notices within 5 minutes of receipt of information, and dispatch to Utility or Contractor ( either by fax or electronically ) Create non urgent defect notices within 4 hours of receipt and dispatch to Utility or Contractor, (either by fax or electronically) Within months of the Contract starting, create and maintain/update a map of streetworks using a GIS layer, and place on the Council s web site. Attend Symology user group meetings Manage Section 74 in accordance with current Council policy, ( to include challenges/agreement of early starts/extensions to end dates/comments and charging ) all in conjunction with Council staff. Solve problems within the Symology software system Enter notices and other data on to Symology Provide immediate response to telephone queries from Council NRSWA staff on site, and supply site specific relevant information Liaise with Utility, Contractor and other relevant staff Provide full access to Symology to Council staff. Comments This Agreement describes only the specific technical aspects of the service. It has been assumed that IT requirements, financial and business support are dealt with under separate Page 8 of 9 agreements elsewhere ( including the debt recovery process) The NRSWA Codes of Practice are continually being updated and this service level agreement will, therefore, be reviewed periodically to reflect any changes that become necessary. ie. Section 74A ( lane rental ) may become operational in the near future and this will become part of this service workload.
