NIGERIA SUB-REGIONAL PROGRAMMES 14 June 2005 [Benin, Ghana, Togo and Nigeria sub-regional office] The Federation s mission is to improve the lives of vulnerable people by mobilizing the power of humanity. It is the world s largest humanitarian organization and its millions of volunteers are active in over 181 countries. Appeal target : CHF 5, 065,227 (USD 4,023,200 or EUR 3,262,600) Related Emergency or Annual Appeals: N/A Programme summary: Through its four core programmes, the Nigerian Red Cross Society has improved the situation of the vulnerable and commenced extensive health and disaster management activities. It has also enhanced its financial base through developing branch funding initiatives. Under the GHAIN initiative, the National Society teamed with the American Red Cross to scale up the existing HIV/AIDS programme, funded by the Presidential AIDS initiative (PEPFAR) through USAID. The Federation supported and advised the American Red Cross during this preparatory stage. In collaboration with partners, the Federation worked with the Ghana Red Cross Society to meet the financial and administrative challenges, appoint new officers and set up well functioning governance and management systems. The Ghana Red Cross Society plans to move to the Swiss government-funded newly built headquarters in early The balance of the funds, which came through the Swiss Red Cross, was used for the restructuring process. The Ghana Red Cross Society has, meanwhile, addressed its indebtedness. The Federation, with the ICRC s assistance, resolved the constitutional and management problems of the Red Cross Society of Benin. It also completed a financial and management audit and produced an analysis of the difficulties, proffering a number of proposals to solve the situation. Similarly, the Togolese Red Cross received the Federation s support in assessing the impact of its December 2004 malaria and measles campaigns, on-going health programmes and development of governance/management relations. This forms part of, and is based on, longer-term, multi-year planning (refer below to access the detailed logframe documents). For support to or for further information concerning Federation programmes or operations in this or other countries, or for a full description of the national society profile, please access the Federation s website at Operational developments Following the regionalization process of the Federation in West Africa, the National Societies of Benin, Ghana, Togo and Nigeria were constituted under the Lagos sub-region in July The process was completed and cooperation between sub-region and the national societies continues to be successful. The priorities of the Nigerian Red Cross Society are to improve the situation of the vulnerable through health programmes, disaster management activities, organizational development and humanitarian values. The Nigerian Red Cross Society implemented these activities through fund-raising and resource development, improved management, branch officers, volunteers motivation and utilization of zonal offices. In addition, it provided HIV/AIDS training for peer educators in 24 programme branches and participated in the April 2005 national polio eradication exercise in eight states. Between January and April 2005, the National Society responded to 10 national disasters which had resulted in 6,570 displacements, 1,359 injuries and 48 deaths. Consequently, the Nigeria Red Cross Society conducted refresher training for 60 emergency and first-aid team (EFAT) leaders in 12 branches. The National Society was also involved in the UNHCR-coordinated repatriation and reintegration of over 800 Nigerian returnees from Cameroon. Nigeria Red Cross Society, through its public sensitization program, advocated on the Red Cross emblem, the Movement s Fundamental Principles, international humanitarian laws (IHL) and tracing. In addition, it enhanced its senior management skills through participating in international workshops. The Nigerian Red Cross Society has also begun zonal and branch restructuring alongside constitutional review. It has strengthened its branch fundraising capacity and is preparing to host the International Youth Camp in August In Togo, violence broke out in parts of Lome and other towns following the contest of the provisional results of the 24 April 2005 presidential elections. The violence led to mass population movement, which greatly affected persons living with HIV/AIDS (PLWHA). Besides having to cope with the mass movement situation, the Togolese Red Cross 1 established a partnership agreement with UNAIDS and UNFPA for its AIDS programme with the aim of providing better health care for the PLWHA. The Federation s organizational development (OD) delegate visited Porto Novo for discussions with the management and governance of the Red Cross of Benin and representatives from Ernst & Young, who had conducted the National Society s financial and management audit. Meanwhile, the Ghana Red Cross Society is engaged in a reconstruction process, including the construction of new premises, reorganization of management and governance, appointment of key officers and a renewed effort to enhance local fundraising. With secured funding from the Swiss Red Cross and advice from the Federation, the Society is expected to advance with new vigour in Togolese Red Cross- 2 Benin Organizational development Goal: The organizational capacity of the Red Cross of Benin is enhanced to provide effective and efficient services to improve the lives of vulnerable people. Objective: The Red Cross of Benin implements its strategic plan, including the restructuring of its governance and management to provide leadership and direction, and moves closer to becoming a well functioning national society. The Red Cross of Benin 2 completed the financial and management audit and distributed its report to all parties. The auditors made positive suggestions for advancement which all parties agreed to follow. Proposed the membership of the steering committee and produced a template for the strategic development plan which will be drawn up by the new committee. Federation regional office illustrated guidelines. Provided volunteer assistance for the registration of Togolese refugees as well as helped to construct and run refugee camps. The audit has renewed the National Society s determination to move forward. Work on revising its decrees has already begun. The stakeholders are more optimistic about the Society s capacity for improvement. The strategic development plan enables the National Society to move towards an extraordinary general meeting later this year, in readiness for elections at the 2006 annual general meeting (AGM). The Society s public image has improved, through its volunteers assistance. Lack of resources and capacity hindered the National Society s management and governance and leadership role in the activities. The political crisis in Togo affected the smooth implementation of the strategic development plan. Ghana Health and care Goal: The spread of HIV/AIDS/STI, particularly among women has reduced and the quality of life of PLWHA in 10 Districts of the five targeted regions has improved by the end of Objective: The capacity of the Ghana Red Cross to improve knowledge and understanding of HIV/AIDS/STI among 48,000 women and community members in 10 districts is enhanced by the end of 2007 through encouraging safe sex. Improved public HIV/AIDS awareness reduced the prevalence rate from 3.6 to 3.1 in 14 sentinel sites identified by the Ghana AIDS Commission. The Ghana Red Cross Society 3 youth HIV/AIDS intervention played a key role in two of the areas. 2 Red Cross of Benin- 3 Ghana Red Cross Society- 3 The National Society conducted a workshop on psychology and nutrition for the mothers club leaders. Participants in the workshop confirmed improvement in the condition of health of some PLWHAS in some communities, due to proper nutrition. The HIV/AIDS awareness campaigns conducted by Ghana Red Cross Society enhanced behavioral change among the youth, resulting in more openness on sexuality issues opposed the previous culture of silence. The awareness campaigns promoted better community acceptance of PLWHA and significantly reduced stigmatization. Lateness in re-opening of schools, especially in the eastern region, affected the implementation of planned peer educational sessions for the senior secondary schools. Lack of teaching materials, e.g. flip charts, for peer educators to demonstrate/emphasize the reality and seriousness of HIV/AIDS and STIs. Insufficient funding made it difficult to sustain the campaigns. Inadequate publicity. Organizational development Goal: The Ghana Red Cross Society becomes a well-functioning organization, mobilizing resources effectively and efficiently to contribute to the improvement of the lives of the most vulnerable in Ghana Objective: The capacity to deliver and implement programs and projects to assist the vulnerable is strengthened. Recruited essential qualified personnel: accountant, accounts officer and assistant accountant, to update the books for auditing by the appointed auditor- Ernst & Young pending the appointment of key management staff. The process to appoint a secretary-general is under way. Established clear distinction between governance and management at all levels of the National Society. Raised an estimated USD 1,000 from the sale of first-aid boxes and commercial first-aid training. The National Society took measures to reduce utility bills and sold some of its assets to settle debts. Ghana Red Cross Society formed a fundraising task force at the headquarters and engaged the services of a consultant to assist in fundraising so as to mobilize financial resources. Developed a revised action plan. Improved the capacity of the accounts department through recruitment of qualified personnel. Increased fundraising and cutting down on costs ensured the settlement of the National Society s most pressing debts. Lack of funds to pay staff has resulted in the reduction of employees hindering administrative and financial efficiency. Inadequate planning and marketing skills and a need to train staff responsible for fundraising. Lack of capital to engage in income-generating activities. 4 Nigeria Health and care Goal: Morbidity and mortality rate among vulnerable people in Nigeria is reduced. Objective 1: The capacity of the National Society is enhanced in delivering efficient services in improving the health of the vulnerable people by the end of Objective 2: Polio Eradication in Nigeria is attained by 2005 through the Nigerian Red Cross Society s contribution. First aid Nigerian Red Cross Society 4 extended and consolidated first aid training for volunteers and members at national and branch levels. Mothers clubs 20 communities in Surulere local government area of Oyo state were selected for the mothers clubs malaria control project. They attended a two-day advocacy/sensitization workshop on malaria facilitated by the Ministry of Health (MoH). More mothers clubs were involved in health education in various communities. Designed a baseline form for data collection for the mothers clubs. School units and road safety Compiled activities and financial reports for school unit step-down training and refresher courses, including road safety awareness campaign. Measles campaign In collaboration with WHO, Federal Ministry of Health (FMoH), State Ministry of Health (SMoH) and other stakeholders, the National Society responded to a measles outbreak in North-Central Kaduna state by mobilizing volunteers to provide health education. Fight against HIV/AIDS Attended the MoH s HIV/AIDS strategic response meeting held in Abuja from 31 January to 4 February. During the meeting, the country s five-year plan of action on HIV/AIDS was presented. Organized an assessment and monitoring exercise of the 24 HIV/AIDS programme branches in February 2005 as well as provided Peer education training for 1,320 youths. The training started this April and is still on. Participated in the 4 th HIV/AIDS national conference held in Abuja on 10 March. Polio Eradication Initiative (PEI) Participated in the synchronized national immunization days (NIDs) ceremony for the West Africa subregion held in Lagos and the subsequent exercise nationwide. Mobilized volunteers for polio immunization, from 9-12 April, in eight high-risk states: Sokoto, Kaduna, Kebbi, Kano, Zamfara, Jigawa, Bauchi and Katsina. The Nigerian Red Cross Society s visibility, recognition and relevance to the populations has increased, through volunteer training and participation in local areas. The mothers clubs capacity to generate funds from local sources to implement activities and provide health education is enhanced. The public awareness of the National society s community-based first aid program in the local communities and branches is increased. The HIV/AIDS knowledge amongst youth and volunteers as well as willingness to share it with peers, is improved. 4 Nigerian Red Cross Society- 5 Disaster management Goal: Vulnerable people receive sustainable, focused and responsive services. Objective: The capacity of the National Society to effectively reduce vulnerability, prepare and respond to disaster and its effects is increased. Through its various branches and volunteers, the Nigerian Red Cross Society responded to ten disasters that had resulted to 6,570 internally displaced persons (IDPs), 359 injured and 48 deaths. The assessment report will be ready after the visit to these stores. Maintained collaboration with the government and other organizations while staff and volunteers took part in various meetings and workshops to enhance their disaster management (DM) skills. Among the workshops is the Oxfam-organized emergency preparedness and response workshop held in January 2005 in Kaduna. 6 In February and March, two members each from Kano, Kaduna, Nassarawa, Bauchi and Plateau State branches participated in a training workshop on child protection in emergencies, organized by Save the Children (UK) in Kaduna. In January, the National Society presented a paper on The role of NGOs in disaster management in Nigeria during a two-week DM program organized by DFID and Bournemouth University s disaster management centre for relevant federal and state governments agencies in Jaji, Kaduna State. Attended the National Emergency Management Agency (NEMA) stakeholders meeting in February to discuss lessons learnt from Tsunami earthquake disaster in south-east Asia. In February, Nigerian Red Cross Society participated in the NEMA one-day stakeholders round-table discussion held at Abuja to deliberate on disaster reduction in Nigeria. From April, the National Society conducted refresher training for 60 emergency first aid team (EFAT) leaders in 12 branches. The branches capacity to respond promptly to disasters and emergencies is enhanced through the existence of competent trainers for volunteers and members. Constraint Delays in responding to disasters prompted by inadequate information at the branch headquarters. Humanitarian values Goal: The humanitarian values embedded in the Movement are widely shared and understood resulting in increased tolerance, mutual understanding and respect of the human dignity in Nigeria. Objective: The National Society capacity to promote the Fundamental Principles and humanitarian values is increased. Reduced misinterpretation and misunderstanding of the Movement s emblem and advocacy, through the distribution of two new publications: Frequently Asked Questions about the Red Cross Emblem and The Fundamental Principles of the Red Cross, published in English and local languages. Organized a radio drama production on the Red Cross emblem, in Hausa language, and aired it in Kano and Zamfara Sates. In conjunction with ICRC, the Nigerian Red Cross Society delivered a series of lectures to 269 military personnel and police institutions to enhance their understanding and respect for the rules of International humanitarian laws (IHL). Organized a media appeal for the relief of the Tsunami disaster victims. It opened a special bank account (Tsunami Relief Fund), produced a television promo which is still running and set up tracing and restoration of family link services. Commenced publishing 500 copies of its 2004 Annual Report with the ICRC support. Ensured adequate media coverage of its activities for the period. Produced and circulated news bulletins and copies of its 2004 activities reports to stakeholders. Received and treated 101 Red Cross messages and nine tracing requests from the ICRC and the National Societies of Britain, Uganda, Germany, Netherlands, Cuba, Italy, United States and Ireland. The Nigerian Red Cross Society s publicity and dissemination of its activities enhanced its profile and image. The volunteers and members understanding of the Movement s Principles is improved and The National Society s commitment to tracing activities at the headquarters and branch levels is increased. 7 Organizational development Goal: Vulnerability of people is reduced due to the increased programme and services delivery capacity of the National Society. Objective: The National Society s capacity to provide sustainable, focused and responsive services to the vulnerable is improved In January, the Nigerian Red Cross Society organized a financial management workshop for all senior headquarters staff to enhance their financial skills and instil proper financial procedures and regulations. From March, the Nigerian Red Cross Society s branch liaison officer attended an integrated capacity building conference in Dar-es-Salaam, sponsored by the Swedish Red Cross to enhance the national society s strategic management skill.
