MINUTES OF MEETING MCADAM VILLAGE COUNCIL OCTOBER 12, 2016 The regular meeting of the McAdam Village Council was held on Wednesday, October 12, 2016 in the Village of McAdam Heritage Room. Mayor Ken Stannix presided and the following members were present: COUNCILLORS: CAO: CLERK/TREASURER: Taylor Gallant Greg Swim Doug Goss Mitchell Little Kyle Savoy Ann Donahue Mayor Stannix called the meeting to order at 6:00 p.m. and welcomed one citizen, Benny Rasmussen to the meeting. APPROVAL OF AGENDA: The agenda for the meeting was circulated and reviewed. It was moved by Councillor Gallant and seconded by Councillor Little that: The agenda be approved as circulated. MOTION CARRIED. At this time in the meeting Benny Rasmussen approached council. He is very concerned about the property at the end of Stannix Street that is vacant and asked if it could be boarded up as kids are hanging out there. He is also concerned that Stannix Street which is a One Way Street is being used as a two way street. Mayor Carroll and council thanked Mr. Rasmussen for coming to the meeting. RCMP REPORT: At this time in the meeting, Cst. Donovan addressed council. The Police Report for the month of September was circulated and reviewed. After review and discussion of the Police Report Mayor Stannix and council thanked Cst. Donovan for meeting with council. Cst. Donovan advised council that there have been a number of break and enters in the area that they are working on. Sgt. Terry Pomeroy and Sgt. Pete Stubbs also attended council. They updated council of what has taken place in the area with regard to policing. APPROVAL OF MINUTES: The minutes of the regular meeting of council held on September 28, 2016 were circulated and reviewed. It was moved by Councillor Swim and seconded by Councillor Little that: The minutes of the September 28, 2016 meeting be approved as circulated. MOTION CARRIED. The minutes of the Special meeting of council held on October 5, 2016 were circulated and reviewed. It was moved by Councillor Little and seconded by Councillor Swim that: The minutes of the October 5, 2016 meeting be approved as circulated. MOTION CARRIED. The minutes of the Closed Meeting of council held on September 28, 2016 were circulated and reviewed. It was moved by Councillor Gallant and seconded by Councillor Swim that: The minutes of the September 28, 2016 meeting be approved as circulated. MOTION CARRIED. OLD BUSINESS: Citizens on Patrol - Councillor Swim advised council that Citizens on Patrol will be at the next meeting of council. Animal Control By-Law and Meeting with Dog Catcher - Mayor Stannix and Councillor Swim advised council that a very good meeting was held with the Animal Control Officer. Several suggestions were discussed; two random stops per month, incentives for animal control, names of complainants, cat traps, etc. Snow Plowing Procedures - Councillor Little advised council that further discussion will take place with the plowing procedures and will be reviewed later. Discussion was held on blocking lanes in the village and not plowing them in the winter. It was agreed that discussion will be held with the homeowners in the area before anything is done. Sale of Items - CAO Kyle Savoy advised council that another auction will take place on October 15 th. H.S. Scott Park Applications - Councillor Gallant advised council that the application has been received by RDC. There is no funding available for 2016 but the application will be looked at in Warriors Den Repairs - CAO Kyle Savoy advised council that the repairs are being done at the present time and may be under budget. It was agreed that the costs would be shared as follows; 60% rink and 40% warriors den. A new TV has been purchased and Councillor Gallant advised that a few lights need to be replaced as well. UMNB Conference - Councillor Little attended the conference and updated council. Tree Cutting in the Village - CAO Kyle Savoy advised council that the trees are being cut and will be finished tomorrow. Application for Reagon Road - The application has been submitted. No reply has been received to date. Sewer Line Flushing - CAO Kyle Savoy advised council that the flushing will now be done on October 24 th and 25 th. Pressure Wash of Municipal Building - Councillor Goss advised council that a quote will be received in the near future. A thank you to Jeff Roberts for cleaning around the doors outside the building was offered. OLD BUSINESS: (October 5 th ) West Street Project - The contract will be signed in the near future by Charmac Const. NEW BUSINESS: Water and Sewer Charges for Discussion was held on the sewer and water charges for After discussion it was agreed further discussion will be held at the next meeting of council The present sewer charge is $ per year. The CAO will work out some numbers for the increases in the sewer user charges for the next year. McAdam Mini-Home Park Rentals - Discussion was held on the rental rates for the park, at the present time the rent is $ Further discussion will be held at the next meeting of council after more information is received, i.e., number of lots, rental lots available, services, etc. A letter will be sent to the renters when a decision is made. No Parking Sign in Front of Building - Complaints have been received regarding the parking sign located at the front of the building. After discussion it was moved by Councillor Swim and seconded by Councillor Little that: The 30 Minutes Parking Sign in front of the Municipal Building be removed as soon as possible. MOTION CARRIED. CAO Kyle Savoy will contact Department of Transportation to see if a Wheelchair Parking sign can be located in front of the building. REPORTS: Kyle Savoy - CAO Kyle Savoy advised council a 6 x 10 trailer for the works department has been found at a cost of $ plus tax. This trailer will be used for the steamer in the winter and the lawn mower in the summer. The trailer for the sander for the sidewalk will be made by Jim Gillies in the near future at an approximate cost of $ We have the old trailer, the axles and tires are needed for this trailer. After discussion it was moved by Councillor Little and seconded by Councillor Gallant that: We purchase the trailer at a cost of $1, plus tax. MOTION CARRIED. It was further agreed that a cost analysis will be done on whether we should purchase a trailer or build a trailer for the sander. Council will be advised of the costs in the near future. A meeting was held with Luke Cain, Cain Insurance regarding our insurance policy. He would like our information updated and also have a meeting with council. It was agreed that a meeting will be held with Mr. Cain and all of council in the near future. The info regarding the PSAB info will be reviewed and updated in the near future. Information has been discussed regarding the updated safety concerns at railroad crossings in the village. The 5 Year Designated Highway Program information has been submitted to Department of Transportation. The Village is responsible to acquire the engineering services required to replace piping on any of the projects. An estimate has been received from T Models for repairs to the 2003 Chev Truck in the amount of $7, After discussion it was agreed that the repairs will not be done at this time. Discussion was held on the plowing on the rink surface and the Zamboni building. At the present time there are plowing on private property near Klinker s property. The rocks were located near the Zamboni building to discourage wheelers from running onto Oak Street, after discussion it was agreed that the rocks would be removed for the winter months and the plowing would be done as reviewed. It was moved by Councillor Swim and seconded by Councillor Little that: We move the rocks near the zamboni building for the winter months on a trial basis. MOTION CARRIED. (1Nay Vote Councillor Goss.) Discussion then took place regarding the speed bump on Oak Street and whether or not it should be removed for the winter months as well as Oak Street being a One Way Street. It was agreed that this situation will be reviewed and discussed at the next meeting of council. The 2012 truck has some problems and it is being sent to Fredericton for repairs as it is under warranty. Doug Goss - Councillor Goss inquired about the sale of the trucks. CAO Kyle Savoy advised council that he will contact the person to see if he is still interested. Councillor Goss inquired about the contract for Lenehan McCain and questions regarding the audit. Mayor Stannix will make contact in the near future. Taylor Gallant - Councillor Gallant advised council that a request has been received from Doreen Pierce to have the gravel portion of the road near her house paved in the near future. It was agreed that this would be reviewed and discussed in Mitchell Little - Councillor little advised council that paving has been put on hold as the crew is looking at replacing a portion of a main sewer line that is located on private property in the village. The homeowner is building a garage on his property and the sewer line will be located under the building. Considerable discussion took place regarding this situation. It was agreed that further information would be received, cost estimates, easements, etc., before any work commences. Greg Swim - Councillor Swim inquired about a portable sign for the village. A price quote has been received in the amount of $8, The Towns of St. Andrews and Saint Stephen are also looking into these signs. Further information would need to be reviewed before a decision is made. CORRESPONDENCE: A letter has been received from CUPW advising of the review of postal services. At this time, Council went into Closed Meeting of Council to discuss a few items of business.
