This verification report summarizes the fds the CCBA verification. The verification consisted the follow four phases: a) desk review the Project Implementation Report (PDR), plan and support documents, b) site visit, c) follow-up terviews and the issuance verification fds, and d) the resolution outstand issues and the issuance the verification report and verification statement. In our opion, the GHG emission reductions reported for the project the Project Implementation Report dated 22 October 2012 (version 1) are fairly stated. The GHG emission reductions were calculated correctly on the basis the approved CS methodology, M0009 (ersion 2.0), the CCBS Monitor Plan dated 22 October 2012 and the CCBA Project Document dated 31 October, 2012, and meets all relevant CCBA requirements. To evaluate the GHG emission reduction data and express a conclusion with a reasonable level assurance about whether the reported GHG emission reduction data is free from material misstatement. To verify that reported GHG emission data is sufficiently supported by evidence. To verify that the project activities have and are be implemented as scheduled. In particular, the project was assessed agast the CCB Standard to determe which the fourteen required and three optional CCB standards criteria the project satisfies. Lake Mai Ndombe, The Democratic Republic Congo Project s credit : 14 March, 2011 to 13 March, Period verified this verification: 14 March, 2011 to 31 October, The Mai Ndombe REDD Project has been developed by Ecosystem Restoration Associates (ERA) Inc. and Wildlife Works Carbon (WWC) LLC, project proponents based out British Columbia, Canada; and California, USA, respectively. The project activity is to leverage carbon fance to avoid mosaic conversion tropical forests and therefore reduce greenhouse gas emissions. The project employs a Reduced Emissions from Deforestation and Degradation (REDD) project methodology to determe the magnitude these emissions reductions. Through a combation forest protection and sustaable development activities, this project is estimated to avoid the emission million nes CO 2 e over the project lifetime that would have resulted from deforestation the project over the next thirty years, as well as provide considerable biodiversity conservation and socio-economic benefits to local communities liv with and around the project. The project proponents, as well as project developers, are both ERA and WWC. However, DN has confirmed that ERA Congo SPRL, a DRC subsidiary ERA Ecosystem Restoration Associates Inc. /34/, has the right to all and any greenhouse gas (GHG) reductions generated by the Project dur the Project Credit Period /34/. The Mai Ndombe REDD project is located the central part the Congo River bas the Democratic Republic Congo. Admistratively, it is located the provce Bandundu, District Lake Mai Ndombe, and the territory Inongo. The conservation concession covers 299,645 hectares (ha) terra firma forest (upland nonundated forests), swamp forest (undated and seasonally undated forests), savanna, and undated grassland. The concession is located approximately 395 km northeast Page 4 the national capital, Kshasa. Land all the project account s has qualified as forest, either as defed by FAO 2010, or that the defition forest set by the resid national authority (DNA) for the country, for a mimum 10 years prior to the project start date.. The project has been developed with the aim to qualify as a REDD+ project under both the erified Carbon Standard and the Climate, Community and Biodiversity Standard. In order to do so, the project applies the Methodology for Avoided Mosaic Deforestation Tropical Forests (M0009) version 2.0 over a concession that holds 3.5 million cubic meters merchantable hardwood eligible for commercial logg operations. The project aims to address the halter logg and the other lead drivers deforestation - subsistence agricultural practices, and aggressive fuel wood/charcoal use. In order to do so, the project activities will consist largely participatory communitybased conservation itiatives that will reduce local centives toward unsustaable land use, with an emphasis on agricultural improvements. The Mai Ndombe project is an ecologically rich and diverse one, previously zoned for commercial timber extraction. It is home to Chimpanzees, Bonobos and forest elephants, and cludes some the most important wetlands the world. It is also home to some 50,000 people, most whom live on the shores Lake Mai Ndombe, and along the ma roadway lead from the coastal city Selenge towards the northwest project boundary. In 2008, follow a governmental revision the DRC National Forest Code, , logg contracts were suspended an effort to address corruption the sector. In addition, mimum legal and environmental standards were not be met, which resulted severe environmental damage. Furthermore, communities these s were largely ignored by the logg companies, and received little or no economic benefit. Two timber concessions extend along the western shore Lake Mai Ndombe, were among those suspended for review. In February 2010, ERA submitted a formal request to the DRC government to manage these concessions for the purpose protect the from destructive logg practices, both legal and illegal, us carbon revenues to promote sustaable development. In March 2011, a Memorandum Understand was signed between the Mistry Environment, Conservation Nature, and Tourism (MECNT) and ERA, which any carbon rights result from the development the project would be assigned to ERA. In August 2011, the two concession contracts were reassigned to ERA via a Forest Conservation Contract /34/ The ficial Project Start Date is the date on which the representative the Democratic Republic the Congo signed the ficial Carbon Rights Agreement with ERA /34/. This document is dated on March 14 th, The project is le with the CS Standard version 3.2 /11/ classified as a mega project ( CUs per year /11/) based on the expected annual CUs issuance CUs per year. However sce the assessment, the CS has released an updated version the CS standard version 3.3 /12/ which changes also the thresholds the projects mean so that the project is now classified as a large project ( CUs per year). The project has elected for a 30 Page 5 year credit start on the 14 th March 2011 and end on 13 th March This is le with the CS Standard on credit were AFOLU projects have a mimum credit 20 year and a maximum credit 100 years. /11/ In le with the methodology, /17/ the basele the project is re-evaluated at least once every 10 years. 1.4 Level Assurance This verification report expresses a conclusion with a reasonable level assurance about whether the reported GHG emission reduction data and project activities are free from material misstatement. 2 METHODOLOGY The verification the benefits the project activities assessed for all factors and issues that constitute the basis for emission reductions from the project.
